I have recently accepted the Executive Director role with the BCCCA and assumed the responsibilities of the position on July 1, 2010.

I come from a varied background. I’ve a Masters degree in Law from LSE in England and practiced law for a short time period in the UK. After moving to Ontario and onwards to BC I worked for a variety of private Colleges in a teaching and project coordinating capacity for the past 23 years. Aside from core teaching and coordination abilities, I gained business and management depth and more recently have focused on Human Resources Management alongside with Project Coordination specifically focused on provincial government funded agreements.

My most recent contracts and positions have been in the role of Program Coordinator for different private companies on Vancouver Island working very closely with the provincial government in the delivery of an EAS contract covering a broad geographic area and client group. This work has extended into the Interior where I’ve also coordinated agreements and completed negotiations with the government on a wide variety of topics.

I see the BCCCA in a real phase of development and renewal. There are many challenges to be faced with the changes to provincial government contracting which will affect the training funds that members utilize frequently. The key to this area is communication and connection to policy within the provincial and federal government departments. The changes coming show a potential to increase revenue and development for private schools, not reduce it. Embracing the potential for growth will be the key to the future for members of the BCCCA. Meeting you, the members of BCCCA, will be a priority of mine in the coming few months. I need to hear your views and insight into BCCCA and together we can work towards developing new revenue streams through strategic focus.

I see myself as a communicator first and foremost. I bring obvious government ties to the BCCCA, but also a strategic direction background and the ability to pull groups together working towards a common goal. I see this as key for the BCCCA and the benefits to working together will become apparent in the coming months.

Currently I live on Vancouver Island very close to Victoria. I’ve 3 teenagers and I’ve been married for many years. I love the outdoors and embrace the challenges that beautiful BC has to offer with our mountains and oceans daily.

Distance Learning Committee

Purpose:

This committee is working on a common definition of distance education and standarizing this definiion with PCTIA and Student loans.

They are also creating recommendations for SABC funding changes for distance education.  They are looking at how to ensure distance education quality in SABC's view so Private Career Trainers have funding parity with publics.  This would mean not being required to have an "on site, in the same time period" equivalant course but to be able to offer "accredited" programs without "on site" programs as the publics do.

 

 

HST Committee

This committee produced a paper and presented it  to the provincial government prior to the Budget.  The committee expressed concerns about how HST would impact student finances possibly creating a barrier to their education.  In the Ministers budget speach Colin Hansen said that they recognized the posible impact on students and have sent this issue to the Finance Department for recomendations that would mitigate any of negative problems created.

The creation of this committee was in response to the HST announcement but they are also working on the possibility of GST "0" rating which would give private / public closer parity.

Articulation Committee


Purpose: To identify and promote articulation, transfer credit and laddering opportunities both within the private post-secondary sector and between private and public post secondary institutions.

Student Finance Committee

The Student Finance Committee monitors changes in student finance, federal and provincial and presents suggestion for policy and proceedure improvements.

The BCCCA worked on the retroactive cut to the RCA loan remission and was able to encourage SABC to change the cut off date from April 2009 to July 1, 2009.   This date was short of the original promised end date of July 31, 2009 announced in the pilot project.  The committte continues to encourage SABC to find the funding to fulfill this obligation.

Translink Committee

The BCCCA continues to work on getting concession fares for private post secondary

International Students Committee

This committee works on the the marketing and CIC processes that will help with the issuance of study permits to international students.

Off campus work permits for graduates of Accredited Colleges is another area of this groups concentration.

Government Relations Communications & PR

Purpose: To communicate on a regular basis with government, the press, the public , students and promote the value of Private Career training sector

Membership Committee

Purpose: Work to develop membership and membership value for the BCCCA.

Conference & Professional Development Committee

Purpose: To develop annual conference that will give the industry information on all aspects of the business of successful education.  This committee identifies and responds to industry needs by putting on Professional Development sessions.

Health Care Committee

Purpose: To work with Public trainers and BCCCAT to ensure common high industry standards and articulation between public & private training.

Cosmetology Committee


Purpose: Work with the industry, government and schools to ensure quality training and to meet industry needs. Presently sit on government committee creating industry common standards and exploring need for licencing.


 

High School Consortium Committee

This group works to promote accredited career colleges to high school counselors

Ethics Committee

This committee is convened when there is a need for review of BCCCA Code of Ethics or an ethical issue is brought up about a member. This committee is made up of the President and Board members.

Finance Committee

Purpose: To ensure all financial functions are performed accurately and on time. To review annually, the fee schedule and make recommendations for changes.

Recognition of Past Board Member

Derek Hamill, B.Comm. C.A.


Derek Hamill is recognized by the BCCCA for his contributions to our board and the sector over many years. He was President, Vice President, and Treasurer of the BCCCA starting in 1994. Derek also was a Director of the National Career Colleges Association from 2000 – 2005. Derek’s appointments have been with the Ministry of Advanced Education as Advisory Committee Member and member of Working Group on Defaulted Loans, Past Chair of PCTIA board, Director of PPSEC.
Derek brought over 30 years of academic and finance experience to the sector. He launched Western Academy of Learning operation in 1990, 2005 became President/ CEO of all 54 Academy of Learning centres.

Robert Prendergast, MBA, CGA

Robert served two terms plus one year on the Board of BCCCA starting in 2001.  He is know for his passion for the sucess of a quality private training sector. Working on the board of NACC since 2002, one of Roberts contributions was sucessfully driving the development of a national survey of our sector. He brings 30 years of finance and management experience and has been involved with private education since April 2000 as CFO and President of Ai - CDIS. In 2004, became one of the founders of TEC The Education Company Inc. that operates Stenberg Colleges, the Centre for Trades and Technology, and the Centre for Arts and Technology. Our sector has benifited from Roberts experience in high growth and entrepreneurial organizations.

Joy Ellen McLean

Joy passed away peacefully after a short illness early Sunday morning, March 14, 2010. She spent her childhood in Surrey and later enjoyed travelling the world. Once she settled back in Vancouver in the late 1980\\\\\\\'s, she tackled varied professional challenges. After a number of years with the Blanche MacDonald School she was appointed the Executive Director of the British Columbia Career Colleges Association. She was enchanted by her grandsons, her great-nephews and niece and revelled in her self-styled role as great-fun-maker. Whether it was taking the boys to swimming lessons, kayaking with them on the ocean, building play-houses, or sharing her love of baseball (particularly the Vancouver Canadians and New York Yankees), she was always game for the fun of childhood.
